How to Run the Test

- 2Locate your MNWD water meter at the curb and read the current number in HCF or gallons.
- 3Wait at least 2 hours without using any water.

About MNWD Budget-Based Rates (2026)
Moulton Niguel Water District uses a 5-tier budget system. Every household gets a personalized indoor and outdoor water budget based on household size and landscaped area. Usage within the indoor budget is Tier 1 ($2.76/HCF). Exceeding the total budget moves into Tier 2 ($3.34), Tier 3 ($4.75), Tier 4 ($7.26), or Tier 5 ($11.31). A $0.14/HCF wholesale pass-through applies to all tiers since January 2025.
Wastewater is a flat monthly service charge ($28.88) plus a per-person fee ($5.89/person) based on household size. A leak does not raise your wastewater bill. If a confirmed leak pushed your bill into Tier 3 or 4, you may qualify for recalculation at the Tier 2 rate via the MNWD Bill Adjustment Program.
